The Mayvin Consulting Group, Inc. has a requirement for a Program Analyst to provide Business Management support for a high visibility Department of Defense organization. The organization provides critical capabilities for lethality, command and control, situational awareness and survivability/force protection into operationally committed units. The Program Analyst functions as the authority on policies, procedures and regulations governing major appropriations and serves as an expert on legislative actions impacting the execution of major appropriations, special Congressional, OSD or OMB interests.

The Mayvin Consulting Group, Inc. has a requirement for a Program Analyst to provide Business Management support for a high visibility Department of Defense organization. The organization provides critical capabilities for lethality, command and control, situational awareness and survivability/force protection into operationally committed units. The Program Analyst functions as the authority on policies, procedures and regulations governing major appropriations and serves as an expert on legislative actions impacting the execution of major appropriations, special Congressional, OSD or OMB interests.
Key Duties:
- Participates in program formulation, defense and justification of the organizations program objective memorandum (POM) and Budget reviews for the major appropriations to insure effective integration of resources.
- During POM cycles, keeps the organizations leadership apprised of key developments and decisions.
- Maintain cognizance of manpower and force structure decisions and processes during the Total Army Analysis (TAA); POM cycles and objectives; Command Operating Budget (COB) and POM Assessment Letters.
- Review/comment on major programming/reprogramming initiatives
- Monitors budget execution proposals for resource reprogramming and develops out-year reprogramming proposals.
- Performs continuing analysis in connection with the program planning, program review and evaluation of financial management functions as related to the organization mission.
- Bachelor's degree in an ORSA related discipline or in Business, Economics, Finance, Mathematics or a Science. Desired candidate will have training certificates in PPBS and Fiscal Law or Appropriations Law.
- Excellent written and verbal communications skills
- Excellent quantitative and analytic skills
- Proficiency with Word, Excel, and PowerPoint
- 10 years experience as program analyst working with federal funding. Desired candidate will have extensive experience working with the POM process and with PPBS. Army experience in these areas is preferred.
